Financial Centres as Catalysts for Reforms and Economic Growth: ‎The Role of the Astana International Financial Centre

In recent years many developing countries have opened international financial centres in the expectation that they will contribute to investment, employment and the efficient functioning of markets and government policies.
 
In view of likely privatisations and large financing gaps in infrastructure, energy and other sectors across economies where the EBRD invests, international financial centres are playing an increasingly important role in economic development.
 
This session will explore how financial hubs such as the Astana International Financial Centre, Shanghai Stock Exchange and Warsaw Stock Exchange can facilitate the channelling of domestic and international investment to catalyse growth as well as setting standards in corporate governance, skills and green innovation.

Dr. Fu manages SSE’s key business projects, including Shanghai London Stock Connect, Strategic Shareholding of Astana International Exchange and Share Acquisition of Pakistan Stock Exchange as well as Strategic Planning for SSE’s Global Financial Assets Trading Platform. He joined SSE in 2000 and has worked across multiple functions at the Exchange. He was the Chairman of the Working Committee of Asia Oceanic Stock Exchange Federation (AOSEF) between 2014 and 2016. Prior to joining SSE, Dr. Fu worked in Jun’An Securities Co. and Orient Securities Co. He graduated from Fudan University in 1998, where he earned a Ph.D. Degree in Finance.

 

Nurlan Kussainov

CEO, Astana International Financial Centre Authority

Mr. Kussainov is a graduate of Stanford Graduate School of Business, Sloan Master Program, MS in Management.

He also holds a graduate degree in Economics from the Kazakh State Academy of Management.

Mr. Kussainov was appointed as Chief Executive Officer of AIFC Authority in 2016 after serving as Deputy Governor of Kazakhstan’s National Bank for two years. In the years prior, he served as Chairperson of the Development Bank of Kazakhstan, Chairperson of the Center for Marketing and Analytical Research, Managing partner at Al Falah Capital Partners, and held various posts in several Kazakh government organizations.

Mr. Kussainov is fluent in Kazakh, Russian, and English.

 

Andre Kuusvek

Director, Local Currency & Capital Market Development, EBRD

André Küüsvek is the EBRD Director for Local Currency and Capital Markets (LC2) Development, leading the Bank’s strategic LC2 Initiative.
Previously, he was EBRD Country Director in Ukraine (2008-13) and in Kazakhstan (2004-08). From 1996-2004, André led EBRD teams investing equity and debt in financial institutions, while also being coordinator for capital markets and stock exchanges and financial sector coordinator for several countries. In 1992 he began his banking career at Tartu Kommertspank and Tallinna Pank, later working for Schröder Münchmeyer Hengst, and for Dresdner Bank.
André has served on the boards of 30+ banks, insurance firms, equity funds and enterprises. He has an MSc from Tallinn University of Technology, and is also a graduate of the Estonian Business School and the Stockholm School of Economics.

 

Izabela Olszewska

Managing Director, Market Development, Warsaw Stock Exchange

Izabela Olszewska is the Managing Director responsible for market development at the Warsaw Stock Exchange.  She is a graduate of the Warsaw School of Economics and completed doctoral studies at the Faculty of Economic Science, University of Warsaw.
Active in the capital markets since 1992, Izabela joined the Warsaw Stock Exchange in 1999 where she has held a number of managerial positions and worked with investors and issuers, both domestic and foreign, across many sectors.  Her responsibilities have included expanding the Exchange’s product range across both regulated and alternative markets.
In addition, she serves as a Member of the Advisory Committee of the Central Securities Depository (KDPW) of Poland. 

 

Mattia Romani

Managing Director, Economics, Policy & Governance, EBRD

Dr Mattia Romani is Managing Director for Economics, Policy and Governance at the EBRD. He is also Senior Visiting Fellow at the Grantham Research Institute at the London School of Economics. Before joining the EBRD in 2014, he was the Deputy Director General and Chief Economist of the Global Green Growth Institute, an international organization based in South Korea created to support developing and emerging countries on their green growth plans. He was previously with McKinsey and Company, where he worked as a senior expert since 2009. He served as Lord Nicholas Stern's deputy on the UN Secretary General High-Level Advisory Group on Climate Finance in 2010. Between 2007 and 2009, he worked as the lead economist on the Stern Review team in the UK Government. He was previously at Shell International working on long-term scenarios. Between 1999 and 2003 he worked at the World Bank in Washington DC, Abidjan and Antananarivo.
